Why is not still gay marriage legal in las vegas?

Everything is almost legal in Vegas, you can gamble, drink alcohol while walking on las Vegas strip. You can be drunk and even prostitution is legal in Some places near las Vegas city(see the bunny ranch). But gay marriage is still illegal. Why?
